Product Description
Wisconsin A/B operator training:

Wisconsin’s UST (Underground Storage Tank) A/B operator training program is designed to ensure that operators are well-prepared to manage UST systems in compliance with state and federal regulations.

The training covers essential topics such as the installation, operation, and maintenance of UST systems, with a strong emphasis on leak detection and prevention. Participants learn about the environmental and health risks associated with USTs, particularly the potential for soil and groundwater contamination.

Upon completion, participants must pass a certification exam to become certified UST A/B operators, demonstrating their ability to protect public health and the environment through proper UST management.

Wisconsin Class A/B UST Operator Training

Wisconsin requires regulated underground storage tank (UST) facilities to designate trained Class A, Class B, and Class C operators. Class A and Class B operators must obtain certification through a training program approved by the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP). PASS Training & Compliance is currently listed by DATCP as an approved Class A/B training and testing provider. Wisconsin’s operator training requirements are established under Wis. Admin. Code ATCP 93, Subchapter VIII.

Why This Training Matters

Class A operators have primary responsibility for ensuring that UST systems are operated and maintained in accordance with applicable regulatory requirements and typically manage the resources and personnel necessary to achieve compliance. Class B operators oversee the day-to-day operation and maintenance of UST systems and are responsible for implementing requirements related to release detection, release prevention, equipment performance, inspections, recordkeeping, and emergency response. Wisconsin requires operators to complete the appropriate training and certification before assuming their responsibilities, with a limited 30-day period for a new Class A or B operator at an existing compliant facility following a personnel change.

Course Coverage

This Class A/B operator training addresses Wisconsin-required subjects, including:

  • UST system components and materials
  • Spill and overfill prevention
  • Leak and release detection and prevention
  • Corrosion protection
  • Emergency response procedures
  • Product and equipment compatibility
  • Tank registration and Permit-to-Operate requirements
  • Financial responsibility documentation
  • Notification requirements
  • Reporting of obvious and suspected releases
  • Temporary and permanent closure requirements
  • Reporting and recordkeeping
  • Class A, Class B, and Class C operator responsibilities and training requirements
  • Operation and maintenance requirements under Wisconsin UST regulations

Course Format & Certification

This DATCP-approved course is delivered online, allowing operators to complete their Wisconsin Class A/B training conveniently. Upon successful completion of the PASS course and examination, the operator receives a certificate documenting completion of the approved training.

Wisconsin requires owners or operators to maintain documentation identifying the Class A, Class B, and Class C operators designated for the facility, including the operator's class, date duties were assumed, and dates of initial training and any retraining. Training certificates must be maintained in paper or electronic form. When a new Class A or Class B operator is designated, the facility must notify DATCP within 15 days after the new operator completes the training program.

DATCP may require Class A, Class B, or Class C operators to complete retraining when a UST system is not in compliance with release prevention or release detection requirements or demonstrates a continuing pattern of noncompliance with ATCP 93. When required, retraining must be completed within 30 days.

Who Should Take This

This course is intended for individuals who are designated or will be designated as Class A operators, Class B operators, or combined Class A/B operators at regulated UST facilities in Wisconsin. This may include facility owners, UST system operators, environmental and compliance managers, maintenance supervisors, site managers, and other personnel responsible for UST operation, maintenance, regulatory compliance, or record keeping.

Operator Overview Chapter 1
This first chapter discusses one of the most critical components of any facility: the personnel. Both the EPA and the states have regulations for operator duties and training. This chapter explains the different roles. Facilities are difficult to manage and maintain, and we learn that it's not just as simple as distributing a product, selling sodas and collecting money. Let's begin...

System and Components Chapter 2
It is extremely important for station personnel to know the components of a station, and how it operates, so this chapter gives a thumbnail description of the mechanics of a facility. Throughout the training, there are documents for download to help station operators perform their duties.

Release Detection Chapter 3
While every facility is different, they all have release detection, or monitoring, equipment in common. This chapter looks at the various monitoring devices, and what role an operator plays. Monitoring is important to catch leaks before they become a major headache. No operator wants to be responsible for ignoring monitoring issues resulting in a release into the environment

Release Prevention Chapter 4
In their collective wisdom, the states and the EPA mandate certain components to avoid a major spill or leak. Station operators should follow the two M’s: maintenance and monitoring. Doing both can avoid or lessen the impact of costly repairs or remediation. This chapter will help operators do just that.

Administration and Record Keeping Chapter 5
Owning and operating a UST Facility is not just about equipment and preventing releases. This chapter really dives into the other facets of UST management: registration, installation, ownership, financial requirements, paperwork, fuel delivery, reporting and closure.

Inspections and Response Chapter 6
The final chapter in our training is designed to ensure that the A/B Operator is prepared for upcoming inspections, both regulatory and in-house. We also cover the different functionality tests and how to handle these.  Finally, we will discuss the appropriate response to fires, releases and other emergencies.
