West Virginia A/B operator training:

West Virginia’s UST (Underground Storage Tank) A/B operator training program is designed to ensure that operators are well-equipped to manage UST systems in accordance with state and federal regulations.

The training covers critical aspects such as the installation, operation, and maintenance of UST systems, with a strong emphasis on leak detection and prevention. Participants learn about the environmental and health risks associated with USTs, particularly the potential for soil and groundwater contamination.

West Virginia Class A/B UST Operator Training

West Virginia requires each regulated underground storage tank (UST) facility to have designated and trained Class A, Class B, and Class C operators. Class A and Class B operators must complete training through a provider approved by the West Virginia Department of Environmental Protection (WVDEP). PASS Training & Compliance is listed by WVDEP as an approved provider for Class A, Class B, and Class C operator training. West Virginia’s operator training requirements are established under West Virginia Legislative Rule 33 CSR 30 and applicable federal UST requirements.

Why This Training Matters

Class A operators have primary responsibility for the broader aspects of UST regulatory compliance, including managing resources and personnel necessary to maintain compliance. Class B operators are responsible for implementing regulatory requirements through the day-to-day operation, maintenance, and recordkeeping of UST systems. West Virginia requires Class A and Class B operators to complete approved training within 30 days of assuming their UST operation and maintenance responsibilities. West Virginia does not provide reciprocity for operator training completed in another state.

Course Format & Certification

This course is delivered online, allowing operators to complete their required training conveniently while meeting West Virginia-specific operator training requirements. Upon successful completion of the PASS course and examination, operators receive documentation of their training.

West Virginia requires each Class A and Class B operator to carry proof of training during duty hours along with photo identification. Owners must also maintain records identifying certified operators, their training, and their areas of responsibility and make those records available to WVDEP upon request.

Annual refresher training is not required. However, WVDEP may require Class A, Class B, or both operators to complete retraining when a UST system fails to meet significant operational compliance requirements. When retraining is required, it must be completed within 30 days of WVDEP's determination.

Operator Overview Chapter 1

This first chapter discusses one of the most critical components of any facility: the personnel. Both the EPA and the states have regulations for operator duties and training. This chapter explains the different roles. Facilities are difficult to manage and maintain, and we learn that it's not just as simple as distributing a product, selling sodas and collecting money.

System and Components Chapter 2

It is extremely important for station personnel to know the components of a station, and how it operates, so this chapter gives a thumbnail description of the mechanics of a facility. Throughout the training, there are documents for download to help station operators perform their duties.

Release Detection Chapter 3

While every facility is different, they all have release detection, or monitoring, equipment in common. This chapter looks at the various monitoring devices, and what role an operator plays. Monitoring is important to catch leaks before they become a major headache. No operator wants to be responsible for ignoring monitoring issues resulting in a release into the environment

Release Prevention Chapter 4

In their collective wisdom, the states and the EPA mandate certain components to avoid a major spill or leak. Station operators should follow the two M’s: maintenance and monitoring. Doing both can avoid or lessen the impact of costly repairs or remediation. This chapter will help operators do just that.

Administration and Record Keeping Chapter 5

Owning and operating a UST Facility is not just about equipment and preventing releases. This chapter really dives into the other facets of UST management: registration, installation, ownership, financial requirements, paperwork, fuel delivery, reporting and closure.

Inspections and Response Chapter 6

The final chapter in our training is designed to ensure that the A/B Operator is prepared for upcoming inspections, both regulatory and in-house. We also cover the different functionality tests and how to handle these. Finally, we will discuss the appropriate response to fires, releases and other emergencies.
