Class A operators have primary responsibility for operating and maintaining UST systems and ensuring compliance with applicable regulatory requirements. Class B operators are responsible for the day-to-day operation and maintenance of the UST system and for verifying that required operational and maintenance activities are being completed.
Although Minnesota does not require every Class A or Class B operator to complete training before taking the initial MPCA examination, the MPCA strongly encourages training. MPCA-approved training is required if a Class A or B operator fails the examination. A Class B operator may also be required to complete approved training and retake the examination when the MPCA determines that specified UST compliance violations have occurred.

Course Format & Certification
The Minnesota UST Class A/B Operator Training is delivered 100% online, allowing operators to complete the training from an internet-connected computer or device. The course is designed to provide operators with the knowledge needed to understand applicable Minnesota UST requirements and prepare for their Class A and/or Class B responsibilities.
Upon successful completion of the PASS training course, participants receive a certificate of completion documenting completion of the training.
Completion of the PASS training course does not by itself satisfy Minnesota’s Class A or Class B examination requirement. Class A and Class B operators must pass the MPCA-administered examination with a score of 75% or higher within the timeframes required by Minnesota regulations.
Who Should Take This Course?
This course is intended for individuals who are designated or preparing to serve as Class A operators, Class B operators, or combined Class A/B operators at regulated UST facilities in Minnesota.
Class A operators have primary responsibility for operating and maintaining the UST system and ensuring that applicable regulatory requirements and standards are met.
Class B operators have day-to-day responsibility for UST system operation and maintenance. Except at unattended card-lock facilities, the Class B operator must be onsite at least once each month to verify that required operation and maintenance activities have been completed. Class B operators at unattended card-lock facilities must be onsite at least once each week.
Individuals responsible for both Class A and Class B functions may be designated as a combined Class A/B operator and should understand the requirements applicable to both classifications.
